Tinubu Rejects National Assembly Library Trust Fund Bill Over Policy Conflicts

President Tinubu has declined to sign the National Assembly Library Trust Fund Amendment Bill, stating it conflicts with Federal laws and could set unsustainable precedents.

President Bola Tinubu has decided not to sign the National Assembly Library Trust Fund (Amendment) Bill, 2025 into law. He explained that the Bill clashes with existing Federal laws and policies.

In a letter sent to the Speaker of the House of Representatives and read aloud on Tuesday, the President said he supports the overall aim of the Bill. However, he pointed out that several parts of it go against Nigeria’s current rules and Government procedures.

“Despite the commendable objectives of the legislation, certain provisions within it contradict the established laws and policies of the Federal Government of Nigeria regarding the funding of Agencies under the National Assembly, taxation of national entities, Public Service remuneration, and age and years of service, among other issues,” Tinubu remarked.

He said that the Bill includes sections about how money would be raised for National Assembly Agencies, rules on taxes, pay for Government workers, and limits on age and years of service. According to him, these sections could lead to harmful and unrealistic outcomes.

“If this Bill becomes law, these provisions will establish an unsustainable precedent against the public interest,” the President added.

Because of these concerns, the President told the House that he could not approve the Bill. He asked lawmakers to review the points he raised and make needed changes.

“I hope that the House of Representatives will take necessary steps to fix the identified issues with the legislation,” the letter read.

The Bill was intended to improve the funding and function of the National Assembly’s library system.
